Prior to World War I, the site where the Old Town Hall now stands was a meadowland, with a stream flowing through. The location became popular as a marketplace, creating a bustling business scene where farmers drove up in horse and wagons, and local housewives came down to purchase fresh produce for their families.

Stewart Wagner was the architect of the Town Hall, which was built by Thomas Dunn. They captured the Colonial Revival style of architecture, with a handsome gold leaf clock tower as its crown. The brick and concrete structure was built from 1918 to 1919. Commencing in 1929, two major additions were added.
